Search for a Schengen document checklist and you get dozens, none of them agreeing. People reasonably conclude that one of them must be the official one and go looking for it. There is a better move, which is to read the provision the lists are all implementations of, because once you have seen it the differences between them stop being confusing.

The four questions

Article 14 of the Visa Code, Regulation (EC) No 810/2009 describes what supporting documents are for. An applicant presents documents establishing:

the purpose of the journey
accommodation, or the means to pay for accommodation
sufficient means of subsistence for the duration of the stay and for the return
information enabling an assessment of the intention to leave before the visa expires

That is the whole of it. No document is named. What is named is what each document has to do, which is why a hotel booking and an invitation from a host can both satisfy the same line, and why the right file for one trip is the wrong file for another.

Article 15 sits alongside it and works differently. Travel medical insurance is not one of several ways of answering a question, it is a condition in its own right, and its absence is a ground of refusal by itself.

Why the lists differ, and what to do about it

Member states and their external service providers publish their own lists implementing Article 14 locally. Two lists disagreeing is the system working as designed rather than one of them being wrong.

The practical consequence is that the list which applies to you is the one published by the consulate deciding your application. Which is a second reason to settle which consulate that actually is before assembling anything, since a list downloaded from a different member state describes a different counter.

Reading the four questions properly

Purpose of the journey. Whatever makes the reason for travelling checkable by somebody who has never met you. A conference registration, an invitation, a booking, a course enrolment. Where the purpose is also what determines which consulate is competent, this document is carrying two jobs.

Accommodation, or the means to pay for it. Note the second half. Staying with family is an ordinary answer, and so is showing you can pay for somewhere on arrival. What draws a question is arithmetic: bookings that stop short of the dates on the form leave part of the stay unaccounted for, and checking one against the other takes seconds.

Sufficient means for the stay and the return. Unusually, this route has published figures. Member states notify reference amounts to the Commission, and there is a real method behind them rather than the guesswork the UK and US routes leave you with.

Information enabling an assessment of the intention to leave. The same territory the other routes call ties. Employment, dependants, property, studies. Anything showing that your life carries on where you left it, and that you have something dated to come back to.

The failure that has nothing to do with missing documents

The most common problem I see is not an absent item. It is a file that disagrees with itself.

Statements dated in one month, an employer letter in another, an application form completed between the two. Each is accurate on its own, and the numbers no longer match across them. A monthly income that does not annualise to the annual figure. A trip cost that does not sit sensibly against the savings. Accommodation booked for fewer nights than the dates describe.

None of that is dishonesty and most of it is the ordinary result of assembling paperwork over several weeks. It still invites the kind of question that a consistent file never generates, which is why our own assessment runs the figures against each other before anything else and reports what it finds.

What a thicker file does not buy

Adding documents nobody asked for does not strengthen an answer that was already clear, and it lengthens the list of things that can contradict each other. Four questions are being answered. A file where each answer is legible and the numbers agree does that better than a heavier one where they do not.

If a decision has already gone against you, this route is the one that tells you why: refusals are notified on a standard form with the ground indicated against a numbered list, and that is considerably more information than the other routes give. What documents are required for a Schengen visa?

Article 14 of the Visa Code sets out what supporting documents have to establish rather than naming a fixed list: the purpose of the journey, accommodation or the means to pay for it, sufficient means of subsistence for the stay and the return, and information enabling an assessment of your intention to leave before the visa expires. Article 15 adds travel medical insurance separately.

Why does every consulate publish a different list?

Because the list is not the rule. Member states and their external service providers publish their own lists implementing the same four questions in Article 14, adapted to local circumstances. Two lists differing does not mean one is wrong, and the underlying test is identical whichever counter you attend.

Is there an official list I can rely on?

The consulate deciding your application publishes the list that applies to you, which is one practical reason the consular competence question is worth settling first. A list from a different member state describes a different counter.

Do I need to book flights before applying?

Reservations are what Article 14 asks about. Buying non-refundable tickets ahead of a decision adds nothing to the file that a reservation does not, and several consulates say so in their own guidance.

Is travel insurance part of the supporting documents?

It sits in its own provision, Article 15, with its own requirements: minimum cover of EUR 30,000, valid across the member states for the period of the intended stay, covering repatriation and emergency medical treatment. Its absence is a ground of refusal in its own right.

Does a longer document list make an application stronger?

Volume is not what is being assessed. Four questions are being answered, and a file where each answer is clear and the figures agree with each other does that better than a thicker file where they do not.
